The bizSAFE programme is a progressive five-level framework developed by the Workplace Safety and Health Council (WSHC) to help companies build and strengthen their workplace safety and health (WSH) capabilities. Each level focuses on a different aspect of WSH development - from top management commitment to full WSH management system implementation and certification.
It provides a step-by-step approach to:
bizSAFE Level 1 – Top Management Commitment
Objective:
To equip top management with an understanding of their legal and leadership responsibilities in workplace safety and health.

Upon successful course completion, participant can use the Certificate of Completion to apply for bizSAFE Level 1. Upon approval, the company will be issued a bizSAFE Level 1 company certificate, valid for 6 months.
bizSAFE Level 2 – Risk Management Awareness
Objective:
To develop internal competency in risk management within the company.
Key Requirement:
Appoint a staff member as the Risk Management (RM) Champion, who must complete the WSQ course: “Develop a Risk Management Implementation Plan.”
Outcome:
Upon successful course completion, participant can use the course Statement of Attainment to apply for bizSAFE Level 2, and will be issued a bizSAFE Level 2 company certificate, valid for 6 months.
bizSAFE Level 3 – Risk Management Implementation
Objective:
To demonstrate that the company has implemented a full risk management system in accordance with the WSH (Risk Management) Regulations.
Key Requirement:
Engage an MOM-approved WSH auditor to conduct a Risk Management audit of your workplace.
Outcome:
Upon passing the audit and approval of the application, the company will be awarded a bizSAFE Level 3 certificate, valid for 3 years.
bizSAFE Level 4 – Workplace Safety and Health Management System (WSHMS)
Objective:
To establish and maintain a structured WSH Management System (WSHMS) within the organisation.

Upon passing the audit and approval of the application, the company receives a bizSAFE Level 4 certificate, valid for 3 years.
bizSAFE STAR – WSH Excellence
Objective:
To achieve the highest level of WSH performance and recognition through third-party certification.

The company achieves bizSAFE STAR status. Its validity is tied to the validity of the external certification.
The company’s top executive or owner (e.g. CEO, Director, Managing Partner) must attend the Top Executive WSH Programme (TEWP). This is mandatory to kickstart the company’s bizSAFE journey.
TEWP was previously known as the bizSAFE Level 1 course.
Employees who are designated as Risk Management Champions or involved in safety coordination should attend. It is a required step before applying for bizSAFE Level 3.
This course is recommended for WSH officers, managers, or team leads tasked with implementing or upgrading the company’s safety and health management system.
The bizSAFE Level 2 course certificate is awarded to an individual employee -usually the appointed Risk Management (RM) Champion - who has completed the WSQ course "Develop a Risk Management Implementation Plan." This certificate proves the individual has the competency to lead the company’s risk management efforts.
The bizSAFE Level 2 company certificate is issued by the Workplace Safety and Health Council (WSHC) after:
Validity: The company’s bizSAFE Level 2 certificate is valid for 6 months and is not renewable. Companies are encouraged to progress to bizSAFE Level 3 during this period.
All applications, renewals, and upgrades must be submitted through the bizSAFE e-Services portal: https://www.wshc.sg/bizSAFE-eservices
Yes. Level 2 and Level 4 courses WSQ-accredited and eligible for SkillsFuture Credit and SSG subsidies, subject to individual and company eligibility.
No, there is no fee for submission through the e-Services portal. However, there may be course and audit fees payable to training providers and auditors.
- Company bizSAFE Level 1 Certificate
- Validity: 6 months from the date of approval.
- It is not renewable. Companies are encouraged to progress to bizSAFE Level 3 and above to demonstrate compliance with risk assessment requirements and implementation of a WSH management plan.
- Company bizSAFE Level 2 Certificate
- Validity: 6 months from the date of approval.
- It is not renewable, and companies are encouraged to progress to bizSAFE Level 3 within that period.
If your designated RM Champion resigns or is replaced, the newly appointed person must complete the required WSQ course promptly to maintain your company’s bizSAFE progression. - bizSAFE Level 3 Certificate
- Validity: 3 years from the date of approval.
- To renew your bizSAFE Level 3 status, your company must undergo a Risk Management audit and submit a renewal application through the bizSAFE e-Services portal.
If the staff who previously completed the bizSAFE Level 2 course or the top executive who attended bizSAFE Level 1 or TEWP has left the company, you will need to appoint a new staff member to attend the relevant training before renewing your Level 3 certification. - Company bizSAFE Level 4 Certificate
- Validity: 3 years from the date of approval.
- To renew your bizSAFE Level 4 status, your company must update its WSH Management System implementation plan and submit a renewal application through the bizSAFE e-Services portal.
If the staff who previously completed the bizSAFE Level 4 course or the top executive who attended bizSAFE Level 1 or TEWP has left the company, you will need to appoint a new staff member to attend the relevant training before renewing your Level 4 certification. - bizSAFE STAR
- Validity: Follows the validity of your external certification, such as SS651 or ISO 45001.
TEWP stands for Top Executive Workshop on Workplace Safety and Health. It is a mandatory course for company top management - such as CEOs, directors, and business owners - to begin the bizSAFE journey.
